Matsukata Masayoshi (1835-1924) was an artist of this work, and he was a high-ranking official in the Satsuma domain when the Tokugawa family was overthrown and ruling authority was formally restored to the emperor (1867-68).

He is also an statesman who helped to restore Japanese government finances in the 1880s, giving Japan the capital with which to modernize.

The meaning of this written poem is not fully understandable, however it seems like a poem to sing the process of beautifully growing old and probably, it was written for a particular person.

The word choices that suggest some humorous sense indicate Matsukata's rich experience which he underwent when making efforts for restoration of modern Japanese finance.

The artist's signature is the last two Kanji at the left side of the image, and his seal is shown below the signature.
