There is a name of Insuitei in the description, so the creator could be Koikawa Shozan. Shozan was a popular writer who had different talents such as writing and illustrating. In this artwork, a lot of beautiful women compared to different flowers are depicted lewdly. From the pigments used, this was created in the Meiji era.

Koikawa Shozan(1821-1907)was a Ukiyoe painter active from the end of Edo to the Meiji era. Born in Hida Takayama and lost his parents in his early childhood, he was raised in a temple to become a monk. Despite a success in Edo, he indulged in extravagance and was kicked away from the priesthood. He originally is a popular writer, but also good at painting and illustrating. In his late years, he returned to being a monk, but continued his writing.
