This is an artwork of Utagawa Yoshikazu, a representative painter of Yokohama-e. A man in black uniform stands still in the left, looking at two men and a woman walking down. The wall of the building makes a perspective, and the gun the man in front is holding straight up and the English flag in the back emphasizes the vertical line. This kind of perspective straight line is characteristic in Yokohama-e, and with the exoticism in the title, it is very different from Ukiyo-e.
Small holes incuding repaired ones, slightly soiled, and wrinkled.
Issen Yoshikazu (birth and death date unknown) (also referred to as Utagawa Yoshikazu) was a pupil of Utagawa Kuniyoshi, and was active from 1848 to 1854.
